Minister heckled over Hips

The minister in charge of Home Information Packs (Hips) has come under fire from industry leaders over his refusal to indicate the likely timing for full rollout of the packs.

Mike Ockenden, director general of the Association of Home Information Pack (AHIPP), has called on the parliamentary under secretary of state for housing and planning to announce when a full roll out of Hips to one and two bedroom homes is expected.

The parliamentary under secretary, Iain Wright, insisted at the AHIPP annual conference this week that the full roll out of Hips is dependant on an assessment of the state of the housing market and pledged to continue working with the industry to ensure that the full benefit of the packs are delivered to consumers.

"Domestic Energy Assessors (DEAs), Home Inspectors (HIs) and Pack Providers were united in the feedback to Mr Wright - there is no reason for any further delay," Mr Ockenden explained.

The housing industry and Hips providers are eager to know what the criteria for making a decision on a full roll out of Hips will be and when the last commencement order will be laid.

More than 7,000 people have already been training as DEAs, HIs and Pack Providers in order to deliver Hips for homes with three or more bedrooms. Meanwhile, conservative shadow housing minister, Grant Shapps, has written to the AHIPP and the Department for Communities and Local Government to provide them with advance warning that a future Conservative government will scrap Hips.ADNFCR-1143-ID-18323967-ADNFCR
