Buyers can ''afford to barter''

With the number of property transactions continuing to fall in June buyers are in a strong position to negotiate on price, according to the Royal Institution of Chartered Surveyors (Rics).
A recent study by Rics showed that the average number of transactions per surveyor has hit its lowest point since its survey began.
Rics is blaming the slow-down in transactions on the difficulty many would-be buyers are having obtaining mortgage finance for a house purchase.
But according to Rics, despite the drop in demand the loss of potential buyers is slowing down.
Rics spokesperson Jeremy Leaf said: "With demand so low, would-be-buyers are negotiating from a position of strength."
"Even in a weak market there are always opportunities for investors and buyers to profit," he added.
According to the Halifax House Price Index, house prices fell by 2.0 per cent in June, making the average house price in the UK £180,344.
